GIS Specialist/Planner

Southern Tier Central Regional Planning and Development Board
Corning, NY

Market, manage, maintain Geographic Information Systems program covering three-county region in Upstate New York

Market, manage multiple GIS contracts with municipalities and other organizations, including but not limited to:

  • Organize and centralize existing data; create and implement system for data use and maintenance
  • Consult regarding applications and uses of GIS hardware and software and advise on purchase
  • Create new data (i.e., water and sewer systems, electricity)
  • Provide training
  • Develop/provide mobile GIS programs
  • Maintain, expand Internet Map Server

Develop mapping and GIS analysis for contracts in Environmental Planning (flood mitigation, water quality, wind energy); Land Use Planning; Telecommunications; Economic and Community Development; including but not limited to:

  • Map systems and develop online inventory under Municipal Storm Sewer Systems (MS4) program
  • Maintain, update telecommunications infrastructure maps
  • Update flood plain and stream maps

Execute all phases of GIS map generation, including data creation/editing; querying and spatial analysis; map compilation; map production; including but not limited to:

  • Obtain data from various governmental agencies (including Census Bureau)
  • Create new data/databases
  • Coordinate GIS users group
  • Serve as agency contact and provide information through the NYS Data Center
  • Ensure GIS software is current; order and install
  • Supervise and train GIS planners and interns
  • Software: ArcGIS (ArcView 9.2), ArcView 3.x, Spatial Analyst, ArcIMS 4.0, MS Office 2000, Adobe Photoshop

QUALIFICATIONS

Either:

(a) Master’s Degree in GIS, Planning, or closely-related field; one to five years of experience preferred; or

(b) Master’s Degree in Public Administration, Environmental Studies, Architecture, Engineering, Landscape Architecture and one year experience in GIS or planning; or

(c) Bachelor’s Degree in GIS, Planning, Environmental Studies, Architecture, Engineering, Landscape Architecture and one year experience in GIS or three years experience in planning.

Must possess excellent oral and written communication skills

Civil Service exam given at later date.
