CHIEF INFORMATION OFFICER (CIO)

Compensation: Salary and benefits are negotiable and are anticipated to be highly competitive.

Peoria County is an exceptional quality of life and affordable community. The government is strong and stable. The 18-member County Board (Board) appoints a professional County Administrator (Administrator) to manage the County=s financial systems including the budget and all Board functions. There are 910 employees (342 under the Board) and a FY 2012 total budget of $134,614,931. The CIO is responsible for the Information Technology Department and Office Services functions - - 20 FTEs and a $3.2 million budget. This key cabinet position ensures cost effective, reliable, timely, high quality Countywide technology and telecommunications and information services. Recent discussions have led to a strong interest in intergovernmental cooperation related to IT functions.

Requires a Bachelors degree from an accredited institution in Information Technology, Business Administration, or related field (Masters preferred) and at least five years of responsible experience in high-level project management, information technology, public administration, or related field including three years of supervision. Thorough knowledge of computer systems capabilities, applications, and operations including database design and system development methodology.

Requires excellent verbal and written skills; the ability to establish and maintain effective working relationships with County officials, departments, outside agencies, and the public; successful experience in negotiating with vendors, contractors and others; experience in successful interagency collaboration; knowledge of project management and budgeting; ability to analyze complex problems and adopt a course of action to improve administrative methods and procedures.
