SUMMARY
The Planning Technician position is responsible for performing basic research and data analysis in GIS, Travel Demand Modeling, technical (website and IT related) support, public communications, and other activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Provides technical planning assistance to MPO staff in the areas of: land use and travel demand modeling, transit, travel demand management, vanpool and carpools, GIS, and document writing and preparation.
  • Develops a clear understanding of the Travel Demand Model with the ability to apply this knowledge to model runs and interpret analysis.
  • Performs analysis of transportation, Census, or other socioeconomic data.
  • Prepares maps and presentations and assists in public involvement activities.
  • Creates GIS products.
  • Provides liaison support for IT issues between agency and IT experts, including PC, printer, and software.
  • Provides maintenance of the MPO website.
  • Researches, evaluates, verifies and presents information and data pertaining to projects.
  • Assists with special projects as assigned.

SUPERVISORY RESPONSIBILITIES
This position is not responsible for the supervision of regular MPO employees.

QUALIFICATIONS
The requirements listed below are representative of the knowledge, skills and abilities required to perform the necessary functions of this position.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to use ESRI products such as ArcMap and corresponding extensions.
  • Strong interpersonal and oral/written communication skills.
  • Strong data entry skills.
  • Ability to use a variety of software including Microsoft Office suite.
  • Ability to work independently, manage time appropriately, organize and meet deadlines.
  • Ability to develop and maintain effective working relationships with coworkers and local government staff.
  • Initiative to stay abreast of current industry trends and skills.

EDUCATION AND EXPERIENCE
Bachelor’s degree in Urban, Regional, or Transportation Planning, Geography, Civil Engineering, or related field from an accredited college or university; with one year of related experience, or equivalent combination of education and experience. Experience in and understanding of the demands in technical support.

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write business correspondence, reports, and procedures. Ability to effectively present information and respond to inquiries.

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS
Current driver's license with acceptable motor vehicle record.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to reach with hands and arms. The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. The employee frequently is required to drive a vehicle to attend meetings or transport materials.

WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

The work area is a standard professional office environment with travel to other locations for meetings. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions, fumes, or airborne particles, and vibration. The noise level in the work environment is usually moderate.
