The GIS Solutions Specialist will report to the GIS Supervisor who is responsible for Cal Water’s Geospatial Information Systems program. The position’s tasks will involve design and development of GIS applications, transformation of GIS data, GIS analyses, and integration of GIS with other Cal Water systems. The position is located at our headquarters in San Jose.

Qualifications:

  • Bachelor’s Degree in GIS, Computer Science, or closely-related field
  • Seven years of experience in GIS application development in utility industry projects with the following technologies:
  • JavaScript, or Silverlight, or Flex, and, XML (AJAX)
  • Oracle Database, SQL, and PL/SQL
  • A server side web language like PHP, ASP, or ColdFusion
  • Web Services (preferably GIS web services)
  • Microsoft .NET and Visual Basic
  • Data Modeling and Object Oriented Design and Development
  • Cascading Style Sheets
  • AutoCAD LISP
  • Imagery Manipulation and Serve-Up

Highly Desirable Experiences and Skills:

  • Masters Degree
  • Experience in water, wastewater, or other utilities
  • At ease working with all levels of a GIS platform such as ESRI ArcGIS (Server to Web)
  • Experience with CADD - AutoCAD (Lite, Civil 3D, Map, Raster Design) or MicroStation
  • Oracle Spatial expertise
  • Experience with open source GIS software - GeoServer,/OpenLayers/Mapnik/GeoWebCache
  • Experience with the Yahoo Maps, Google Maps, or Virtual Earth API
  • Familiar with routing software and routable data such as Navteq or Tele Atlas
  • Experience with OGC, FGDC, ASPRS, OSGEO, and other spatial standards
  • Familiar with GPS – GIS data capture and post-processing
  • Able to complete assignments independently, on time, under specific business requirements
  • Able and willing to train company personnel in areas of GIS usage and analysis
  • Collaborative team player; unflappable interpersonal skills
  • Understanding of government work processes
  • Project management experience
  • Effective verbal, written, and presentation communication skills

Primary Responsibilities:

  • GIS analyses and application development for water and waste water geometric networks
  • GIS-related data acquisition and refinement
  • Software evaluation
  • GIS training for customers and technical projects client liaison
