Description of Work
Position is responsible coordination of geographic information activities and administration of the Coordination Program at the Center for Geographic Information and Analysis (CGIA). Type of work includes: strategic planning; analysis of issues, proposed policies and standard practices; partnership development and maintenance; outreach to the GIS stakeholder community. Position is also responsible for advising the CGIA Director, the Geographic Information Coordinating Council (GICC), and the statewide community regarding existing and emerging geographic information initiatives, policies,
and opportunities that directly or indirectly affect GIS operations in state government and statewide. Position works in support of CGIA Director in coordination of GICC committees and with other states on GIS issues and initiatives. Position is responsible for identifying possible funding sources for GICC initiatives; this includes development of teams and staff, clients, and stakeholders, writing proposals, preparing budgets and managing those initiatives after funding is secured.

Knowledge, Skills and Abilities
Thorough knowledge of GIS and its applications in public sector agencies is required. Experience in program management as practiced in public sector is required. Thorough knowledge of federal, state, and local government programs that support geographic information initiatives is required. Thorough knowledge of geographic information policy issues as they relate to NC GIS activities. Familiarity with the creation of institutional arrangements and funding models for GIS data creation and maintenance. Ability to present information effectively in oral and written form for technical and non-technical audiences and in local, state, and national settings such as conferences and meetings. Proven ability to work effectively with a diversity of staff and stakeholders and achieve results that encourage further collaboration. Proven ability to supervise technical and non-technical staff in highly productive, customer driven setting. Management prefers familiarity with the NC Geographic Information Coordinating
Council.

Training and Experience Requirements
Graduation from a four-year college or university with nine semester hours in programming and three years of experience in business applications consulting or development. Experience in the field of work related to the position’s role may be substituted on a year-for-year basis. ITS has a Career Banded compensation plan which encourages and rewards competency development. Recruitment for the position will target the Contributing to Journey Level of the Business and Technology Specialist Band.
An additional year and a half of progressively related experience is required for each level above Contributing. Salary range for this position is $64,301 - $88,593 and will be commensurate with the applicant’s competencies, as well as budget, equity and market considerations. For purposes of State Promotional Priority, this vacancy posting will be treated as a salary grade Contributing 78 and Journey 81. Degrees must be from appropriately accredited institutions.
