What is a Geographic Information System (GIS)? Terminology; Components of a GIS; Advantages of a GIS; Data types and models; Thematic mapping and mapping layers; Map projections and coordinate systems; Adding data to a GIS; Types of attribute values; How to query spatial data; Mathematical and Boolean operators; GIS analysis in the Assessor’s Office.

Instructors:

Cindy Braddock, Boulder County Assessor’s Office, Boulder, CO
Bill Campbell, Farragut Systems, Inc., Lafayette, CO

Intro to Valuation & Spatial Analysis

This workshop introduces concepts involved in data analysis, residential valuation models, and locational analysis. Concepts will be introduced through the use of generic statistical analysis software and geographic information system software for locational analysis. This workshop will provide background information systems (GIS) as applied to property valuation. It is especially useful to conference attendees who have limited experience in either GIS or CAMA/AVM and want to review the basic concepts in one or both fields.

Patrick O’Connor, O’Connor Consulting Inc, Plano, TX
Michael Ireland, City of Bloomington Township, Bloomington, IL

Project Management from Start to Finish

If you have ever had a really amazing idea for your jurisdiction you know that there are many steps involved in making your project a reality! Numerous stakeholders, and processes can determine the probability of your idea coming to fruition. Learn from experts in the GIS/CAMA industry that have developed skills in project development and management and want to share their experiences with you.

The first part of the workshop will cover marketing and selling your idea to the key players involved and getting the buyoff required to move forward. Next you will learn proven project management concepts and theories that are used to complete a project on time and within budget. Finally you have a project that is moving forward and it is time to provide your staff with the resources they need to sustain the vision of the project, along with the appropriate support and maintenance for years to come.

Linking Assessments to the Enterprise:
Why Addresses Matter for Assessors

Addresses are the most commonly used locational identifier of people, places and events. They are well known, and work because they are visible, logically organized and similarly used across the United States, and in many other countries.

In the past, Tax Assessors have been focused on the billing address for property owners, but generally have underestimated the usefulness of physical (situs) addresses in their daily work. With the expansion of GIS into many more areas of local government, it is now possible to utilize addresses to link data across the organization.

Parcel data is the very fabric of local government, and there are many ways in which a good Master Address Repository, linked to the parcel data, can enhance and improve the efficiency, accuracy and economy of many facets of Tax appraisal and assessment in cities and Counties. This URISA Certified Workshop talks about the nature of addresses, their many uses in local government, addressing standards, and data management utilizing addresses.

Instructor: Martha Lombard, GISP, Spatial Focus, Birmingham, AL
