GIS Analyst/Developer - Orange County Transportation Authority

The Orange County Transportation Authority (OCTA) has been providing its decision-makers and customers information products and services using a Geographic Information System for over twenty years.  The GIS Section comprises four staff members who serve many different business needs all across OCTA by providing cartographic products, spatial data, custom applications and Web services, and analytic results from complex geoprocessing.  This position is an opportunity to work in a team to continually develop and maintain a mature GIS.  Expect to contribute your skills and experiences immediately, while building your knowledge about the technical side of developing and administering a dynamic GIS program.  You can be involved in every aspect of our projects throughout their lifecycles.

The Position:

  • Under general supervision participates in user needs assessments, requirements definition, and technical design activities for the specification of custom GIS-related tools, desktop and Web-based applications.
  • Maintain existing GIS architecture, off-the-shelf and custom software portfolio, and databases.
  • Develop (program, debug, and test) new tools, applications, and databases, including desktop and Web-based software, service, and application systems.
  • Under the direction of the GIS manager and senior analyst, coordinate the development, deployment, and maintenance of OCTA’s geographic information system.
  • Work with GIS customers and users to define needs and develop appropriate geographic information products to meet those needs, including performing of geoprocessing tasks and  preparing maps, tables, and charts/graphs as needed.
  • Provide technical support on GIS software, including troubleshooting and resolving technical issues.
  • Design, develop, populate, and edit spatial databases to support user and project needs.
  • Foster collaborative working relationships with consultants, local jurisdictions, Caltrans and other federal, state and local agencies. Interacts with stakeholders and other government agencies to define and communicate about data needs and data sharing.
  • Represent OCTA, make presentations, and respond to inquiries at meetings of other public and professional groups. Prepare written reports in support of GIS section goals and in support of transportation projects and studies.
  • Participate in overseeing consultant contracts and helping to ensure consultant adherence to scope, schedule, budget, and contract terms.
  • Establish and maintain effective working relationships to ensure successful coordination of activities with internal departments and external agencies.
  • Promote the department’s transportation database and GIS services to maximize efficiencies and technical capabilities. Promote and coordinate development of an integrated GIS transportation database with other OCTA departments.

Qualifications:

  • Any combination of education and experience equivalent to a bachelor's degree in Geography, GIS, Computer Sciences, Planning, Engineering, Information Technology or related field.
  • A minimum of three years of progressively responsible experience in a GIS related area.
  • An understanding of spatial analysis and geographic data processing and presentation issues is required.
  • Knowledge of GIS and relevant software packages, including ESRI’s ArcGIS 10.x (Desktop and Server products (map server components and Spatial Database Engine (ArcSDE).
  • Experience developing GIS applications, databases, and the analysis of complex projects.
  • Knowledge and experience with GIS application development, computer programming, and business process automation using ESRI GIS technologies (including ArcObjects, Model Builder, Silverlight API), Microsoft .NET technologies (including VB.NET, C#, Windows Presentation Foundation (WPF), Silverlight), scripting using Python, and relational database technologies (including MS SQL Server and Oracle) required.
  • Database skills including writing queries and procedures using Structured Query Language (SQL), knowledge of database application development, and understanding of data management concepts and techniques.
  • Good analytical and problem solving abilities are required, and statistical analysis skills are desired.
  • Ability to work independently and as part of a team, communicate effectively, and deliver results on time according to established schedules.

Compensation and Benefits 

OCTA offers an attractive compensation and benefits package. The specific features of this package include: medical, dental and vision insurance; retirement; vacation and holiday pay; life insurance; deferred compensation plan; short-term and long-term disability plans; flexible spending accounts; educational reimbursement; flex time schedules; and ergonomic/wellness programs.  This position is in Salary Grade N: $49,254.40 - $62,358.40 - $75,441.60. The hiring range for this position is from $49,254.40 to $65,476.32.
