Description: The incumbent reports to System Engineer Mapping & Utilities, and has day to day managerial responsibility for the multi-year data collection and data extraction processes that will include aerial surveying and mapping of all NS trackage. This effort requires a basic knowledge of the NS system, a working knowledge of GIS, aerial surveying, geospatial database creation, and experience in multi-departmental project management. Expert knowledge in Oracle database design and management required.
The incumbents’ responsibilities will include Oracle product planning and installation for GIS applications and other Oracle systems, verifying all system resources required, planning and building instances, creation and modification of the physical database objects, backup and recovery planning and execution, performance monitoring and tuning and applications support. Experience with Oracle Spatial includes, but is not limited to, understanding coordinate systems, native data type for spatial data in Oracle, geometric primitives, validate spatial data, debug/fix invalid geometries, Oracle Spatial query model, linear referencing capabilities, perform spatial analysis with spatial functions and procedures, advanced coordinated system concepts, geocoding and, other GIS-related tasks. Ability to design and recommend best practices for GIS/Spatial implementation and migrations. Experience with Oracle 10g, and above, database design, implementing and maintaining with GIS Spatial capabilities, ArcGIS, ArcSDE, J2EE is required. Managing and maintaining ESRI spatially enabled databases in development, test and QA environments. Knowledge of SDE versioning concepts. Experience with the use of Oracle's built-in SDO_GEOMETRY data type for storing location-based data.
In addition, the incumbent will be authorized to coordinate the daily activities and expenditures of the aerial survey contractor, and direct multiple third party contract employees performing data extraction. For this role the incumbent will be required to quickly develop a geographical understanding of the NS rail network. Additional responsibilities will include training of Engineering field personnel on the Change Management Process and related equipment.
Travel: 3 to 5 days per month
Education and Experience:
The incumbent should have a Bachelor’s degree in a field directly applicable to GIS such as, surveying, engineering, planning, IT, computer science, mathematics plus experience in a responsible project management role. Additional requirements include 3+ years experience with AIX Unix, or Microsoft Windows. Extensive knowledge of Oracle RDBMS, GIS and Oracle Spatial, SQL, SQL Plus, PL/SQL, SQLNet, OEM, Oracle Utilities.
